That makes off-page the hardest part of search engine optimisation: you can create the conditions, but never force an editorial team to link to you or an industry portal to list you.
Why off-page is the harder playing field
For on-page topics, you decide: you change a heading, and it’s changed. For off-page, others decide – and the risk comes on top.

Your own data, usable guides, tools, clear answers to questions nobody else answers properly. Without linkable substance, every outreach email goes nowhere.
Digital PR
Preparing topics so trade media, blogs and portals have a reason to write about them – and link while doing so.
Directories and local signals
Consistent entries in the relevant directories, a well-maintained Google Business Profile, reviews. Unspectacular, but effective especially locally.
Collecting mentions
Someone talking about you without linking is still a signal – and often just one friendly message away from a link.
Approval

What I clearly advise against: link packages, link-exchange networks, mass guest posts on sites that exist only for links. That violates Google’s spam policies, and the vendors of such packages don’t carry the risk – you do.

There are no guarantees – anyone promising you fixed placements for a fixed number of links is selling you exactly the shortcut this text warns about.

Questions about backlinks and off-page
How many backlinks do I need?
There’s no serious number for that. It depends on how strong the link profiles of the pages ranking for your terms are. Ten topically fitting links from real sites beat a hundred from directory leftovers. The right question isn’t “how many” but “which ones”.
Are bought links really dangerous?
Yes. Google treats bought links meant to influence rankings as link spam. In the best case they get devalued and you’ve burned money. In the worse case a manual action follows, whose clean-up takes months.
On-page or off-page – which first?
On-page first. Links to a slow site with thin content are wasted, because the site can’t turn the gained trust into rankings. Only once technology and content carry their weight is building authority worthwhile.
How long does off-page SEO take?
Longer than anything else in SEO. A directory entry stands in days, an editorial link takes weeks from idea to publication, and the ranking effect shows over months. That’s why off-page is cyclical work, not a project with an end date.
